Will any of the recommended hardware allow powering on and off via an MCE remote?
As far as I can see, that Kamrui thing doesn't have built-in IR receiver, which usually means that you cannot wake it up using remote.
Powering off will always work when remote works, just use Power/Power off menu option.

I've actually been trying to find that out myself, but no luck so far.

Not sure at all but Intel NUC's are EOL anyway. But alone from the stiff price tag they had I would expect they could afford the ~10 cents for the ir receiver for every unit they sell (or sold).

I use a MCE remote with my $28 amlogic tv box that has IR receiver build-in. But it does only work out of the box with the remote shipped together with the box. To have it work with my MCE remote I have a simple IR-Receiver/Blaster (esp based, ~$8) which will react on my commands send from the MCE and "translate" it so that my tv box acts accordingly to my wishes. Combined with this IR-Receiver/Blaster my MCE Remote is like on steroids - I can easily control various appliances like TV, AMP and other stuff. My home theater gets itself ready with only one click* on my remote 
(before I had 3 different remotes for that task
)
*one click on the MCE remote actually plays/blasts a sequence of codes which triggers a wall socket (no standby power draw for the home theater appliances), switches on the screen, amp and libreelec box

Intel announced that model 13th will be the last one, so prices may drop. I'm happy user of NUC 10th, IR wake up and shut down works nicely.

There will be more NUC's, Intels partners (ASUS) will be doing the development.

I used the predecessor and ist was very good.
No NUC FF, but with a Pico-PSU you can achive a small size HTPC.
No small size case options from my side… I never took care about size and bought a Fractal design…

I run Win 10 Pro on one of those, in a InWin Chopin case.
Sorry I find that I am being less then clear. The case I want should hold a pi4 a 2.5 sata drive and be fanless and small

It’s absolute overkill for LE. Why not choose the RPI4 2gb model. Great back up community behind it too and a fraction of the price.

So this is all I would need, and maybe a 32gb Micro SD card? I also plan on getting the Kodi case if I did go with a RPI4. I just don't know what else I would need.
One of my concerns is that I have a very large library (5000+ Movies and 20,000+ Episodes) and I am using a 250GB SSD drive, and it has used 178 GB so far. I am not sure if I would have to use an external SSD drive on the RPI4, and in doing so, would that not be a slower option to run LE, as oppose to the Micro SD drive, which appears to be insufficient in regards to capacity?
