Probably it will be easier to say what tuner you are using then just RTL2832U...
Usually if the scan fails is either because there are no TV channels on that mux or you have poor reception..
So if your tuner is recognized by tvheadend...start with creating a network for your area from the ready made
pre defined muxes...then go back to your adaptor and assign that network..then scan.
If it will fail try the Generic pre defined list (takes longer to scan)but has almost all dvb-t muxes included so you can t go wrong with that.

Also my tuner appears on tvheadend, so does it automatically means my tuner is supported?
My area does not have a ready made pre-defined muxes. And my area is using dvb-t2.
Or maybe i have to install some sort of drivers for it but i do not know how to.

That tuner doesn t look like it supports dvb_t2...it should work with libreelec tough..I m sure i v seen it around before on other threads.
I have *something* similar and it is DVB-T only. If your location only has DVB-T2 then you'll need to buy a DVB-T2 tuner.
Does anyone have tips on how to select a tv tuner that is compatible? Also most of them need a driver but i have no idea how should i install it. Pretty new to Linux.
Depends on your H/W. If RPi2/3/4 then the RPI TV TV Hat is a no brainer and works out of the box.
I also have a MyGica DVB-T2 which works on RPi's but cannot comment on other devices. Try searching the forum for known tuners.
I have a similar problem with my DVBSKY S960:
On Raspberry pi 4 (9.1.502 fresh installation) the following happens:
1) after boot everything works fine and the tuner scans muxes and services are found.
2) after some time all scans fail with the following error msg:

I have Rpi 4 with libreelec and DVBSKY s960 and it also happens to me with an FTA mux
in this mux there is only one channel if you scan it but only partially and it does not lower the channel
only this mux gives me this probeam
