I think when Kodi devs release first kodi 18 alpha / beta then we can expect first official libreelec based on Leia

Nope. The most accurate overall schedule is still "When it's ready".
Kodi Leia release content will be discussed at a DevCon event in Prague in mid-October. Part of that discussion will be when to start formal Alpha releases. LE has no plan to do it's own 9.0 Alpha releases until after Kodi starts shipping theirs and we can assess the state of them on the current range of hardware we support. Right now I'd guess things are 3-4 months from Alpha and 6-months from release.
Milhouse images for Generic/RPi are available for those who like to be on the bleeding edge of LE development. These images are fairly stable from a core OS perspective but there is still major plumbing to change on the Kodi side.
Complete bleeding edge might be to unsatisfying. That sounds too much like permanent maintenance and construction site.
Alpha release would mean that one can install it and one would have already repositories and the system would get automatic updates?
I wont to build a new HTPC the next months and I am afraid that a lot of configuring has to be redone, when the new release comes out. Therefore I hoped that I can start directly with 9. But we will see.
The OS configuration of LE on v8.2 will be the same as v9.0 - no plans to do major changes and the roster of binary add-ons we provide should be exactly the same. Kodi changes are unknown this far out, but as long as you don't go overboard with customised skins etc. things normally update okay. The kids box in our house has a deliberately "sensible" config and it's updated all the way from OE 3.0 to its current LE 8.2 config without any real-world issues. TL/DR; install 8.2 or experience a long wait

The release schedule in the wiki only says early 2018, not mentioning whether it is the release or alpha or beta.

Yes and no... We are of course following the lead from "big brother" Kodi, which will release the new Kodi Leia builds some time next year. At the moment Leia is still in pre-Alpha stage.

Is it already clear with which kernel LE 9 will come?
I am asking because I read that drivers for my DD Cine C2/T2 v7 are included in the kernel >4.14.
If this is not the case maybe I will have to have a look on your builds CvH. Maybe support for this card is implemented there.

we added recently "my" driver addons to LE9 so you get everything regardless of kernel
Cool. This is espacially good as I became aware that only certain cards of dd have drivers in the kernel.
Kodi alpha 1 is probably shortly after new year, but no guarantees. LE will probably release something soon-ish after Kodi, but not for all build projects initially as some of them are still a bit "work in progress" and need more time to settle.
