Noticed that changing resolution from 1080p to 2160p had a major improvement on color banding on 1080p content. Tried it on 8.0.2-testing8 and 9.0.0-testing3.

wrxtasy, in the last build addon "kodi.binary.global.main" has a version 1.0.10. But pvr IPTV Simple Client wants 1.0.9 version. So it doesn't work because of сompatibility issue.
IPTV.Simple.Client is pre packaged in this update along with pvr.hts (TvHeadend) & includes the Fractional Refresh Patches.

As mentioned above there is an audio sync problem for liveTV with AC3 sound and also picture freezes and big frameskips seen for this type of channels.
Don't know the reason, but colors look better and video looks smoother
than in 8.0.x releases

I don't intend to provide a support thread. This releases are pretty much "as is" to test out any of @JG's Nougat Kernel merges.
One thing I have noticed is Kodi Leia has fixed the slight video stutter that AML Krypton had when pulling up an On Screen Display.
It appears a few other skipping/navigating around video bugs got squashed as well.

Sync problem occurred only if "Enable Dolby Digital (AC3) transcoding" enabled

This was just information about persistent problem. If no solution yet than no problem.
I will try to test later this channel via TVHeadend server to check if this PCTV addon bug or Leia(in Krypton I don't have such problem). I don't use any tuners, just IPTV

Please remember that echo 1 > /sys/class/amhdmitx/amhdmitx0/frac_rate_policy makes non-fractional videos stutter.

It is. In terms of changes that aren't from your branch, the PR is inline with it except for this commit: aml/video_dev: updates for nougat: · amillogical/linux-amlogic@c89478b · GitHub . As stated in the PR message, I'm still working on nougat-exp (full nougat amports). I've made progress on h264 issues, but dedicated time to test has been the struggle.

To piggyback this sentiment, there's very little troubleshooting that will be going into the leia (le9) builds at this point in time. Worth mentioning again as well: when kernel changes are enacted that need testing, both LE8 and LE9 builds will be uploaded with the changes.
At some point these builds did go into general nougat kernel testing, but I've been unable to find the issue with topic that stops me from editing it.

Those patches will be included in the next LE9 build today, and LE8 build this weekend (will finally have time to test nougat-exp further).
