There's a couple of extended-staff with WP boxes who have tried (and failed) to replicate the issue; they are able to install things okay .. so honestly I have no idea what the problem is 
Ok did more testing if i build Libreelec Master, i can install addons from libreelec repository fine, however as soon as i
update to kodi master(from GitHub - xbmc/xbmc: Kodi Main Repository - By using this code you agree with our policy and will follow the GPLv2 license as included)
delete the following patches (no longer needed)
kodi-999.99-PR10164-add-aetempo-filter.patch
kodi-999.99-PR10206-recursive-remove.patch
kodi-999.99-PR10211-videoplayer-fix-handling-of-progressive-content-in-rendermanager.patch
kodi-999.99-VideoPlayer_Fix_build_after_dropping_deinterlacing_mode.patch
0010-aml-FIX-renderer-hide-meaningless-skips-from-users.patch
update peripheral.joystick binary addon to master (needed by kodi master)
I get the 403 error. Any idea, are you adding something specfic to your kodi source tarball?
