Hello world,
most shops recommend active cooling or special cases when buying a Raspberry Pi 4.
Is this really necessary if I want to use the hardware with LibreELEC?

A proper cooling and a good power supply is a must for RPi 4B.
Consider buying Argon One v.2 case and a 15W (5V x 3A) power supply.

Get a Flirc Kodi case .. temps will be in the 50-55ºC range in normal LE use but this is passive cooling (no fans) and it looks fab. RPi4 was designed to run happily at much higher thermal temps than most users are mentally comfortable with. You need to have some cooling but active cooling cases with noisy fans are not required.

I use the "raspberry pi 4 aluminum alloy case" from eBay which is fairly cheap and looks like great as it turns the PI into a headsink.
Works really well too. I have my PI4 running 24/7 and it sits at around 44.8'C and 46.2'C

As others have said, it comes down to the case you use, the airflow it has and what sort of heatsink you use.
My Pi4B is in a HighPi case with a HiFiBerry Digi board mounted. With a medium sized heatsink properly bonded to the CPU and a few extra holes drilled into the end of the case to let more air in, it idles at 62 degrees C and runs no hotter than 66 degrees C under load.

Using Pimoroni Heatsink Case on RPi4's.
Idle approx 48C and normal load 57C (with average airflow around).

I recently changed the default plastic case to a Geekworm Raspberry Pi 4 Aluminum Case
It dropped temperatures during 4k HDR playback to around 40 degrees celsius whether before it would reach > 70 degrees.
Highly recommended.

Just use a large real copper heatsink and you are good to go.
