OK miss-understood issue, I also see Milhouse has checked when cdl.m3u renamed to cdl.m3u8 and posted reply in Kodi forum to wwark
On rapsbery 3 and libreelec 8.2.5. kodi not play m3u8

Some people are stuck in the past and don't realise we abandoned OE in February 2016

openelec can no longer read m3u8.
OpenELEC has not been updated/supported by its creator for over a year now.
If you are still using it, we encourage you strongly to switch to a better supported Kodi OS variant.

Go test a current Alpha release and report factual evidence of a problem instead of posting "me too" necro-bumping a months-old report against a previous OS that we don't support.
