If the RPi has no EDID info from your TV, then it'll start to make guesses.
Also your TV should have a setting for handling PC signals properly, so overscan will not happen.

if you want to use Kodi's default scraping, it's best to stick to default named folder setups. Typos can mess things up too.

and it's picked up with no hassle.

My RPi 3 is connected via 1000 mbit LAN
Unfortunately for you, the RPi3 only has a 100Mb/s port, which works at approx 30-35Mb/s as per USB2.0 speeds.
The RPi4 has a gigabit port, it that works at 300Mb/s speeds. Still better than a RPI3, and the RPi4 has more 'oompf'.

Also select the Arial font in the Kodi GUI. This is an option in Estuary and perhaps other skins too. That font holds many more characters.

My Pi gets power from the USB-output from the TV.
A typical USB 2.0 port will only provide 0.5 Amps per port. The RPI4B needs upto 3.0 Amps, that's quite a difference. The RPi3 is not that power-hungry. You might trash your TV's usb port in the end if that USB port is strained for so long.
Get yourself a decent 3.0 / 3.5 Amps power adapter. The RPi4 will probably simply not get enough juice/power to boot up properly.
e Raspberry Pi 4 generates a lot of extra heat as compared to the Raspberry Pi 3. You might want to make sure the RPi 4 has sufficient cooling.
There is a (first) firmware update which should keep the RPi4's CPU a little bit cooler. Install it.

Overscan is to be solved via your TV settings.
"Last version" is not an official version.

No. Unlike the RPi3B+ which can boot from USB, the RPi4B does not support booting from USB (yet).
You can boot from the SDcard and use USB as a subsequent system and storage drive. There are tutorials for that online.

I'm having a HTPC tower with many disks in a RAID5 array, which is connected to the TV.
I prefer "All in One" instead of the requirement for many devices for one single Video Player
I can understand when people want to have everything in one 'box'. But, again, we are not going to add specific server stuff to LibreELEC.
Why not try Ubuntu 18.04+, Kodi runs fine on it. There you should be able to add the RAID support of your choosing.
If i am entering commands on the console and break stuff, like deleting partitions or files, it is only my own fault and can't blame LE for this.
We've heard enough sob stories over time where users trashed their Windows setup because they installed LibreELEC on their (only) HDD or SSD drive. The unfortunate trashing of an OS is one thing, but trashing someone's entire data collection (videos, music, photos) is next-level. RAID support not gonna happen.
