H313 SoC is not supported by LE, so no, it won't work.

H616 and H313 are basically same soc, so no. While I worked on H616 support, it doesn't work well due to display driver issues. Currently best supported Allwinner soc is H6.

Frankly, what is the solution in your opinion, in my case it's what is most common if that's all it is ?

This is precisely what I am currently using, RPI 4B, i thought I could take advantage of these boxes which cost half price !

I'm sorry, but that is such a bad answer without asking the OP more questions about what is important to them, such as:
cost - ie: keep it under $100 USD?
is Dolby Vision important (can your TV support Dolby Vision)?
is Dolby Atmos audio important (do you have a surround sound setup)?
Is using your TV remote control to control the device important (or is using a mouse and/or keyboard acceptable)?
Is size an issue (ie: do you need a small device to connect to the back of the tv / usb ports or is a larger stand alone box ok)?

@gizmomelb If the user just wants more codecs, and less trouble, then my answer is right. Kodi runs as an app on Nvidia Shield.
