Am I correct in assuming one cannot simply upgrade to the testing version? And keep for example my ROMS they are stored locally on that machine.

If you have made a clean install with one of my images you're free to update as you like. It only matters that you have a correct partition size & you even can try nightlies provided by milhouse. Roms are stored in /storage/roms and this path isn't touched by any updates. The distinction between testing and stable is somewhat relativ... in the end I test the builds before I upload them but there can always be a small quirk or problem.
Right now I don't update the autoupdater because systemd 242 has broken some default configs which can't be resolved automagically if you have enabled the RAM disk in the past and so this needs some user interaction.

Currently I don't own a RPi4 and I'm not sure if I get one at this point because I already have way more SBCs than TVs. But it's still somewhat wip at the moment and the RPi4 firmware gets updates as the project as well. Once it's more tested I can add probably update my build files but I can't really test the images at the moment.
Yea I can imagine! The performance gains really are great though so I'm hoping emulation will be a much better experience. If you need me to do any testing I'd be happy to help.

Despite the Intel Fix in your tutorial, my Displayport 1 does not appear as an audio device in the addon. Do you have an idea?
Moonlight I have no sound, I suppose that's the problem with the audio setting?
When I open Spotify, I get an error message saying "Could not find the Spotify package." Is there already a solution?

The Spotify script needed some fixes for recent changes but should work in the next build. About the rest I can't say anything about that without logs. You probably use/configured the wrong audio output in the RR Config tool. Keep in mind that DP1 on your TV does not mean you use DP1 on your HTPC. The video outputs usually start with 0 on your media device to maybe you have to consider this too. If you have chosen a wrong audio device you won't have audio in any other application beside Kodi.

Updated to LibreELEC-Generic.x86_64-9.80-RR-20190629-a4d8d88 on HTPC (1).
All works fine(the no audio problem with the Wii en GameCube games was a map mapping problem)
The only problem is with ps2 games.
After selecting a game, it goes to the ps2 setup/home screen. When I select the game from there, it doesn't start..

Did you move your PS2 bios files to /storage/roms/bios/PCSX2 ? Otherwise logs

The only approach that makes sense to me would be something like this:
so either use an Arch or SteamOS based Docker container to run your Steam games. Or get a Nvidia GPU and use Gamestream.
Nice! Looks pretty doable with the Docker add-on for LibreELEC. I'll let you know if and when I manage to find time to get it to work.

Once Kernel 5.2 has been merged new Amlogic builds will follow.
Spotify should be fixed now.

Nope - master based and I suggested to bump this branch to latest stable Kodi builds as long as there are no K19 releases. So recently it's K18.3 and probably K18.4 will follow.

Is the Version from 23.4. the latest Version? Because it shows me only that Version, when I update.
If there is a later Version, how can I get it?
I set update to manual and the update channel to yours fgrom the FAQ.
