After enabling mouse support in Kodi, my K400 touchpad works just fine with my 3rd gen Intel NUC
My Harmony remote uses the Microsoft Extender Profile for Libreelec / Kodi
I have had these hdmi issues on and off for the last 5 years with my 2 Intel NUC's (3rd gen). Most of the time it affected the video (black screen) but a new Yamaha AVR had no audio unless the Kodi video resolution was toggled up/dn or the NUC rebooted. I use the NUC's suspend feature instead of pressing the pwr button to turn them on. I gave up trying to find a permanent fix and just live with it.
Do you have Anynet+ (HDMI-CEC) turned on ? That should allow you to use the Samsung remote to control the NUC without using the Samsung One Connect Box . By the way, you keep saying you installed Kodi but should say you installed Libreelec (version #) instead. Libreelec is the OS which contains Kodi.
You could also use a Logitech Harmony Remote to control all your equipment and eliminate the Samsung One all together.

That was May 2019. I'm not sure if later builds fixed that issue or not. I didn't read through the entire thread. You might want to post your issue there.

More information needed. Your hardware, network, and version of LE used, etc. What type of "video download files" and where are they stored ?
I have the same problem on 2 Intel NUC's running Libreelec 9.2.3 but my Windows 10 Computer running Kodi 18.7, YouTube Addon 6.8.2 and the same API Keys has no issues at all. Some of the people on the YouTube Addon Forum now claim that making new API Keys solves the problem.

What version of Libreelec ?
What is your rpi4 connected to and how ?
Is there by any chance an older version that still supports it?

It wouldn't hurt to try an older version. Have you tried playing 1080p files from a flash drive or external hard drive ? The Atom E3815 is pretty weak.
From older threads, it looks like support for the RT3290 was removed. That 2014 Intel NUC has an Atom E3815 (passmark 109).
I think some of the newer NUC's have on-board CEC. You may have to enter the BIOS to enable it.
