LE is a R/O system, so there is no package manager nor will a 3rd party addon work.
To install all the configurations is as easy as backup your system with the LE backup and then reinstall onto the new machine. Ideally, you'll want the two machines to be on the same release - especially if using mariaDB/mySQL etc.

I know the feeling. I'm still running S905x on LE8 with no real need to upgrade.
If you have no need to upgrade, then don't.
There are *many* options for an upgrade if you want to but you'll need to do the research.
Considering the RPi is LE's most used H/W, the RPi4 is probably the best starting point.

As HiassofT mentioned the USB DACs are not so good.
I use a cheap Chinese hifiberry clone called PiFi from Ebay and it only costs ~£10 depending on what specs you require. Works well with LE and the sound is a lot better.

The "Blue" lines show that the system is waiting on I/O. You need to look at what is writing to your disk and speed of your storage device.

Are you using a cheap HDMI cable or a cheap HDMI adapter? It doesn't sound like a SW issue but more a HW problem. Are you using HDMI 2 on the RPi4? If so - try HDMI 1 (The one nearest the power input)

Looks like a configuration difference between different versions. The RPi4 is different in many ways. Your easiest solution is to start afresh and see if you still have issues.

Unfortunately the version of Kodi is tied to the version of LE. So an upgrade of Kodi within LE is not possible. Most patches that are released are normally incorporated into the next release of LE.
You could try a Milhouse nightly build Here which may or may not solve your problem, or more than likely cause other issues as nightlies, by nature of their build are usually unstable.
