I used the Pi Zero image and enabled ssh and samba in the install. Neither responds. No pings, nothing. System Information shows an IP over wifi, but nothing seems to be communicating over it.

Is the IP address in the correct DHCP pool range, and not something like 169.xxx. etcetera ?

Yes, I even reserved an IP to the MAC in the router just to be sure. Everything matches up. Just to head off the basic questions, I'm a network engineer by trade. I know what I'm looking at. The most frustrating thing here is not being able to access the command line so I can dig in deeper to the services.

Well...did you check the most obvious things?
Are you using VLAN at home? Is it possibly the firewall at you router which is blocking something - have you tried to disable it? Have you tried to set a static IP for the device instead of reserving a dhcp given one by mac adress? Which router is it and is the machine, you try to connect from, directly connected to the router or is a switch in between?
If even the pings dont work, are you 100% sure that the device is on the same network?
Have you tried to restart the router?
