Is it possible to build Libreelec for this device? It is a ARM64.

It's theoretically possible (if you do the development) but it uses an Allwinner SOC so you may have to contend with patchy Linux and u-boot support as they are known for providing incomplete sources in violation of various GPL licenses. It wouldn't be our recommendation.

You may be better off getting an Odroid c2. It's still early days for the platform, but support for LibreElec on it is coming along quite nicely.
Odroid even have their on subforum dedicated to LibreElec on the C2, here
