I know I could use a external USB CEC header in an Intel Mini PC (or any PC),
yet still it's quite incovenient built,

Not very common probably because every maker implements things differently, CEC isnt standardised enough.
N100 mini pc does not come with CEC, my ASRock N100 mitx motherbord dont have CEC.
In the "PC" world vendors expect users to use a monitor and control the screen with a mouse/keyboard, so nobody adds the CEC chip as it's extra cost. In the "ARM" (SoC) world everyone expects the box/board to be connected to a TV so 95% of devices include CEC functionality. In short ..
Get an RPi5 for TV, and a Mac mini M4 for the rest. X86 NUCs are outdated, and you still need Windows for some firmware updates.
