Cec does not work every second start-up. After rebooting the Raspi 4, it usually works again.
Is there anything I can do about this?

CEC is a bit of a loose canon. Every TV manufactures uses its own implementation of CEC, and on top of that, uses its own name for it.
You could try entering the port number in the Input Devices settings in Kodi to make the HDMI port selection of your TV more permanent.
Are there any other devices connected to your TV that have CEC capabilities?

How do I find out the port number?
Your TV should have numbered HDMI ports, 1-4 or something.
