Force HDMI on Generic PC?

Hi, I'm new to Libreelec and have been trying to work out how to force HDMI on a Celeron mini-pc.

All searches seem to bring up the same thing: add a couple of lines to config.txt. I think I'm right in thinking that this is only for Raspberry Pi?

How do you do the same for generic Libreelec?

If so i guess your only chance is via BIOS settings (if you cant find any , try to update BIOS).

Exactly. Much more succinctly put. Guess it can't be done at a software level then.
