It is be some way of automating clean library after starting LibreELEC?

I think You could use XBMC Library Auto Update to accomplish that.

Cleaning a video/music library every time LE starts is a bit over the top. It will create more wear and tear on storage device, usb and sd devices particularly will suffer from it as the local databases are constantly being updated. IMO, once a month is more than enough.

To answer the question ;)...it can be done with the autoexec.py:

Code

import xbmc
CleanLibrary(music)
CleanLibrary(video)

put the autoexec.py in your userdata folder and the music and the video library will be cleaned on any boot. Remove one of the lines you don't need.
