Is there no back-end for Stalker in LE Krypton Beta build ?

I assume you mean front end?

The PVR add-ons have to be install from the LibreELEC add-ons repo.

I have done that , everything works up until it try's to grab the stream then I get url failed error

It does work on 16 ( Jarvis )

( seems like the backend is missing ) ????

What do you mean backend? We only supply tvheadend or VDR for pvr backends. Otherwise it's up to you to set something else up

found the Answer no PVR clients in all beta builds ( strange that its all there except for the ability to get url )
