The latest alpha version of LibreELEC supports Odroid C2 - I believe that's based on Linux. On the s905x front - and here's where I'm confused - it appears that the community builds in testing are Android based? Am I way off on this.

Definitely way off.
Libreelec is in now way based on Android. Always based on Linux.
I 'think' your confusion may be based on the fact that a lot of the 905 devices are SOLD as Android TV units, as in they come with some variant of Android as the supporting OS.
The builds used here replace that OS with a dedicated and tuned version based on linux.
Imagine your windows 10PC, wipe it and install Ubuntu
For a little further explanation...
Let's look at the 'ELEC' part of LibreELEC, which means:
Embedded Linux Entertainment Center
So it's always Linux
Now you could say.."Hey...Android is based on Linux as well". Then we say "Yes, it is. But LibreELEC is still it's own Linux Distro. LibreELEC is not a programm...it's an OS which ships a program (Kodi in our case)."
