Looking at your error I'd guess you have fast startup enabled. Your drive hasn't been ejected cleanly in windows.

reconnected the drive and it works fine, the drive is connected directly to the motherboard with sata, how do i eject the drive cleanly
-
Eject from windows or libreelec?
-
windows
-
Assuming it's windows 10 I would:
- run chkdsk (I assume you've done that?)
- turn off fast restart
- power down the pc
- unplug the drive
All the above might not be necessary, but none of it is time-consuming.
If it were me I'd invest a few quid / dollars / euros in a usb hdd docking station; that way you can hotplug the drive and use safe-eject in windows (that may be possible anyway from sata, but if it were me I'd prefer not to be poking about inside a pc while it's running).
Edit:

wtf?

i have a dock but it is currently connected to the media player/locker, i went into DiskPart and selected the disk then did offline, my main PC is running Windows 8.1
-
It's still the same answer for 8.1
-chkdsk
-turn off fast startup (it's on by default)
-power off
-unplug
-try in LE
-
Ok it works now thanks

In LibreElec does the lightning symbol in the top right corner not mean that their is not enough power available?

The lightning bolt is an overlay from the RPi firmware to indicate inadequate power supply.

So a massive thumbs-up to crazyblocks for getting the external drive recognised but this then indicates he still has a power supply issue.
I'm having a similar issue with an M.2 card 1TB in a case that is not recognised. I think we may have a bad format, but it's been useful following this thread. It would be interesting to hear if anyone else has a LibreElec system that is working with a M.2 card in a case running as the main storage for the RPi and what components they used.
Does anyone know of a power supply that is rated more than 3amps?

Better use an USB hub with external power supply.
