if you would be so kind as to tell me which file the information you are looking for is contained in. i would be happy to supply that
when i click the libreelec icon in the settings page. the system dings and the libreelec icon appears in the upper left corner of the screen but thats it. nothing else happens.

I'd say yes to that!
As You don't have that much configured You could try;
1. Re-install with same SD-card
2. Re-install with another SD-card (just to eliminate corrupt card)
And just to be on safe side, leave the Pi running few mins after completed install to expand filesystem.

ok, brand new micro sd card, fresh download, and fresh install
no change.
even after the fresh install has been running for about 6 hours, there are NO addons that can be installed without dependency failures
i was wondering if this was unique to this one RPI. so i even changed to a different RPI, no change.
libreelec version LibreELEC-RPi2.arm-8.2.5.

You need to provide a Kodi debug log file. It will tell us which addons you are trying to install and will show the reason for dependencies failing. In the absence of a log all we can do is make wild guesses.

the problem is that referencing the link you posted earlier, i do not have access to the LIBRELEC tab in the settings page. it just dings. no sub page opens, nothing. which is why i asked if you would tell me which log file in the logfiles folder you need, i can remove my passwords and post
