It would be great feature to have Pi camera to home survivance over the web on device which is media center.

Why isn't it available yet? Because no one has bothered to write the functionality for it. Via a port, an add-on or otherwise.
Kodi is primarily developed as a strict multimedia solution for videos and music. The whole domotica aspect including security video surveillance is currently not on our agenda.
Using a more enhanced OS like Ubuntu Mate could offer better out-of-the-box functionality on a Raspberry Pi 3.
If there is cam support from any of the home automation suites; there are docker containers for most of them and RPi images support docker.

This is true, LibreELEC is strict multimedia software for RPi. But is plenty of addons which aren't strict multimedia e.g RPi-tools with basic picamera.
We accept user contributions for things the community wants but we (team) aren't likely to develop things that aren't Kodi related. That's the current approach and it seems fair to me.
If RPi-Cam-Web-Interface supplies a standard video stream over http then there should be no problem at all using it with Kodi out of the box. Put the video stream URL in a strm file on your Kodi machine.
