I'm setting up a simple RPi3/LE based mediaplayer for a friend and will copy media (movies & TV shows) to a USB drive that will only used for this purpose.
What filesystem is recommended as 1'st choice for the external drive?
NTFS, EXT3, EXT4 or something else?
Just to keep it as simple and as stable as possible.
I had similar issues few years back and ended up renaming all movie/foldernames containing ": " to " - ".
No issues with scraper(s) this far and KODI works just fine.
What about creating a bootable USB with LibreELEC USB-SD Creator tool?
That way should be easiest (and the way I've created my 'USB boot sticks')...

It's defectively NOT user-friendly in any way to be forced to use a separate computer to access Your media player via SSH console and 'hack' some obscure text files ...
That's anything but user-friendly. Especially if You don't have the basic skills.
I'd like to call that close to nerdy.
For me (personal opinion!) that's one point where there is a massive area for huge improvements.
On the other hand: It's free and nobody forces You to choose LE, there are quite many commercial options to choose between...
I'm quite sure that You can solve that issue by looking at LibreELEC (Krypton) 8.2.0 RELEASE – LibreELEC, scroll down to "!!! SAMBA / SMB CHANGES !!!" and looking carefully at the last four bullets.
You can always use (as You stated):

Is SSH enabled on Your RPi?
AFAIK You can't open a local terminal window in LibreELEC (KODI).
Reason unknown.
You must connect via SSH with Putty (or maybe WinSCP) if You are a Wiindows user.
Adding to trogggy 's comments, I'd try to do a proper (no quick format) re-format those USB-sticks on Your computer and try again.
If thet doesn't do any difference I'm agreeing with trogggy regarding value of these sticks...
Maybe You could borrow one/two spare USB-sticks from someone and try with these?
I'm using 16/32/64GB USB-sticks across my different LE computers and various RPi installations. All formatted with FAT32 or NTFS and these works without any issues.
1. Does any of the "LibreElec TV boxes" detect any USB stick?
2. What filesystem does Your USB drive use?
AFAIK the NTP servers only communicates via port 123...
So talking to Your ISP for alternatives might be an option.
Normally NTP services use port 123.
That shouldn't be blocked since all devices update the date/time via port 123.
