Intel PC for a HTPC cost "a bit" more than your typical Android box these days. I know, I have a Asrock J5005 board (Intel UHD 605) + SSD + Pico PSU, so it's all nice and quite.
Currently I run Ubuntu 20.04 + Kodi and LibreELEC on it as a dual boot. LE is just for testing for now. LE 9 runs fine, LE 10 beta needs various patches.
MKV files are merely a container, they can have different types of videos.

ION graphics are a now prehistoric Nvidia solution, which for example does wonders for h264 video, but not for h265/hevc.
Any RPi 3/4 board would dance around that ION board.
Why so much?
Because 60 GB was basically the starting size of a proper SSD some 12 yrs ago.
But mostly because a SSD is much more reliable and faster. Disk size is not an issue.

Well, write speeds sure are better on a SSD than on a SDcard. And they last longer, I've binned a couple of SDcards in the last 2 years.
I'm using a Startech.com USB3/SATA cable adapter and an almost 12-yr old prehistoric 60GB OCZ Vertex 1 (sata II) SSD.
What sort of USB3 problems? Is your RPi's firmware up-to-date?

It's just too bad that all was in vain... Because apparently, even as a "beginner", you managed to have a shitload of video piracy add-ons installed. If you had read the forum rules (which also apply to Kodi in general), we have a zero-tolerance stance of any kind of illegal activities when it comes to Kodi. Its reputation has been smeared by such add-ons for years already, and here you come asking us to help you fix your illegal setup. Plenty of add-ons which are known to f*ck up Kodi core functionality. So, support? I don't think so.
From now on I suggest you either come here with a fully clean & legal Kodi setup in case of any new questions, or you can simply find your support from wherever you downloaded the add-ons crap.

As already outlined: no logs isn't making it easier for us. There is no crystal ball here.
It could be a damaged card. Get a dmesg listing, perhaps something shows up there too.
Or try a different SDcard.
The Raspi 400 is not on our official builds list yet. So 9.2.6 will not run. The Rpi400 is a slightly different RPI.
Officially the RPi400 will be fully supported with LE 10, for now there are some booting fixes available I think, but don't expect Wifi/BT to work just yet. You can try Raspberry Pi OS + Kodi. It works fine on the RPI4B.
How about just connecting your TV via wifi (if possible) or ethernet cable via your router?

No. Installing LibreELEC on Generic (Intel/Nvidia/AMD) hardware is a two-step process.
First you need to download the image variant file (img.gz) and install it preferable on a USB stick.
Then you boot the USB stick, and run the installer which will install LibreELEC onto your HDD/SSD.
As you may already know, the installer will wipe EVERYTHING off the target drive, so make sure that you understand that.

You cannot update OpenELEC with LibreELEC, as the size of the system partition in LibreELEC needs to be larger than in OpenELEC. The system files have simply grown over time.
The simplest and best solution is to freshly install LibreELEC 9.2.6 onto whatever media device you have.
Also install any skins or add-ons new, as most will likely be unable to upgrade.

I'm not quite sure yet what exactly your Gigabyte device is, but usually it's a good start to replace the HDMI cable with a different/better one.
I'm having issues every time I try to shutdown or reboot the system. The system freezes and I need to force the shutdown manually.
Could be a kernel thing. Linux 5.10 was released days ago, perhaps that will solve something.
The 1037 is just as old, just a tiny bit faster than your device.
If you want an Intel-based board similar to the 1007/1037, I could suggest any Intel J5005-based solution, such as the Asrock ITX boards.
There are also countless of Android boxes that can do 4K video.
It all depends on your other wishes and on your budget on what would be the right device for Kodi.
