OK, this is a sample for horizontal pan. If this one plays OK, it will play OK (most) at 23.976Hz files.
The stutter is more frequently seen on vertical panning scenes on 50Hz h265 material.
BTW, your sample is "strange", it plays "jerky" on my PC and smooth on cheap android boxes
On my boxes (S912, S905W/X) I do not have any noticable stutter playing this video.

Look for any small holes on the case. My Mecool KM8 box has the reset button under a small (1mm) hole on the front - uderside of the case.
I have 2 Tanix TX5 and 4 X96 boxes (all S905X based) running LibreELEC 8.2.3.1 and they all exhibit the same behavior. For instance, as soon as I power down my Tanix TX5 (with libCEC Adapter in Input Devices disabled!!) the CEC signals from my TV to my receiver are blocked.
Does it behave the same with CEC Adapter (in Input Devices) Enabled?

If you are not able to rename "somefile.xxx" to "dtb.img" ask someone who knows how to do it to rename it for you...

Write any.img file (that is unpacked any.gz file) to SD/USB with Win32 Disk Imager v0.9.5
Choose (propper fot my box) gxm_q201_3g_1gbit.dtb from "Device Tree" folder on SD card, copy it to root of SD card and rename it to dtb.img
Stick SD/USB in the box, press and hold Reset Switch -> Power on the box -> after about 15 seconds when LE/CE logo apears, release the reset switch, and LE/CE starts installing.
My same box boots fine from any of the 4 USB ports. I prepare the USB stick same way as I do for SD card; it installes and runs OK...

At the time I had one of the early @wrextasy LE versions.
From a quick check, the DTB doesn't contain the needed information about the VFD configuration. So this means I won't be able to figure out the correct configuration for your box. I'll another, more thorough look later today just to confirm.
I have an X92 box and you managed to help me setup my front display on LE. I don't remember how, but it was dependent on the dtb.img, driver version, and config file.
Now I use CoreElec (where front display works OK) so can't provide more info to help, sorry...
