For what I've seen in the past, omx and mmal weren't included.
its not there for LE10 (because no support anymore) but LE9.2 should have it
IMHO the current software deinterlace capability is quite usable (not perfect, but usable).
you need to disable HW acceleration to enable software deinterlace or am I wrong ?
you used github to register, that was/is somehow borked for unknown reasons for a unknown timeframe
I disconnect the github/this forum connection and it should work again.

what about a J4215 system or similar (ASRock J4125M) ? likely cheaper and more future proof then some gpu

x.97.x is ReleaseCandidate, so basically close to final (we are overdue for a while already)
RPi4 is still bumped because there is no way we can do a "stable" LE10 for RPi4 - so it stays beta ish.
We are already late with LE10 and the current problems are likely not fixed anytime soon so no real need to delay it further. Like hias said OOM are likewise fixed with the latest nightly (switch to 64Bit Kernel).

Looks like a stalemate.
If I understood it correctly (I am not too deep into the technical aspect) Hyperion won't work at the new Raspbian (that is released soonish) either so its not just LE that is unsupported
you can also reset the epg data at the kodi settings, that could help
but before you do that make sure the epg is correct at Tvheadend because Kodi is just using that data, if Tvh has problems you can't fix that at Kodi
