New screenshots with different refresh rates, i see the black bars on every one of them except 60Hz.
I did not notice that before because i was playing everything at 60Hz, i was interested in this now as this week i took the time to edit a custom xorg.conf so now i am using "Adjust display refresh rate".

If it reboots Kodi by itself you should have a file called kodi_crash.log, which should tell us exactly what happened just before it crashed.
Make it crash again while updating the music library and after you will have a crash.log in .kodi/temp/kodi_crash.log
I don't see black bars but from the screenshots you can tell that at 24 and 50Hz the entire picture and even the TV show's posters are a bit "stretched" compared to 60Hz
The banned add-ons/repositories are still there in your last log.

My setup is no different, i do use LibreELEC with an HDTV as most people do.
Most HDTV/UHDTV now supports 60Hz so i don't know why would someone not use that as it makes navigation in the GUI smoother.
The real question here is, if it affects also playback of 24,25,30,50Hz video/movie when "adjust display refresh rate" is enabled.
That i am interested to know.

BTW i do see what you mean, but the GUI was meant to be displayed at 60Hz anyway and AFAIK you can't even change that on Windows at least not without modifying i think.
Are you 100% sure it does that also while playing movies/videos, did you test?
EDIT just realize that the 60Hz screenshot size is 293KB vs 291KB for the 50Hz and 24Hz screenshots.
You can't, LibreELEC is a minimal Linux distro on it's own with Kodi installed.

Even if you have 1080 at 60Hz in the Kodi settings, enabling "Adjust display refresh rate" should take care of the rest when playing video.
If you have problems, SSH and post the output of the following command;
xrandrModeline in xorg.conf i use for 23.976fps is
ModeLine "1920x1080_23.976" 74.110 1920 2557 2602 2750 1080 1084 1089 1124 +hsync +vsync
Which gives me 23.97606Hz
But for Intel i think you should use something like this
ModeLine "1920x1080_23.976" 74.057 1920 2558 2602 2719 1080 1084 1089 1136 +hsync +vsync
I would use different Modelines for 23.976 and 24 if you're not doing it already
23.97610Hz is very close to perfection already(23.97600-2397602)
If that is what is selected when you play a 23.976 file and still get noticeable frame skipping then maybe you should look into something else.
Or get an addon like Indigo to test your speed.

1. Something in Krypton changed and the offset is now cumulative and not overwritten from the system advanced settings file.
Tested this again this morning with 0ms in the OSD and i concluded that having "0" in advancedsettings does override the delay, but for some movies/videos the right setting is "-175"(or ahead by 0.175ms in the OSD), so testing with different video sources/files can produce different results.
For reference this is exactly what is in my advancedsettings.xml file.

I adjust the offset in the OSD to 175ms and the audio is properly in sync
So i guess that is why LibreELEC still ships with that advancedsettings.xml,
because if you enable the option "adjust display refresh rate" you need the 175ms delay or else the audio won't be in sync with the video.
Just out of curiosity you said you owned a Panasonic plasma,
did you give a try to play those 24fps movies with "adjust display refresh rate" disabled and 0ms delay in the OSD?
My plasma screen handles it better when staying in 60hz mode for Kodi, with a Blu-ray player i still use 24hz.
The only real problem i have is with 25fps videos but at least i don't get those too often here.
It is loading your advancedsettings.xml file properly, you still having the problem?
And if you go now in the OSD while playing a 24fps movie, is the audio offset still at 175ms or at 0?
