You are watching a 4K 10bit HEVC video... Pretty much out of reach for your Intel video card, henc your CPU needs to step in, which is no good either.
4K 8-bit h264 video should be no problem on your htpc.
Again, no matter which shader you will use, HEVC 10bit is NOT hw-acceleration supported by your GPU. That video format requires a dedicated GPU capable of h.265 & 10-bit video decoding. Your NUC does not meet that requirement. You will need dedicated hardware to view videos in that format.
I am planning to get this board and use it with latest stable build of LE. Should work, right? Any tips or suggestions welcome.
That board supports HEVC and 10 bit. It does not do HDR, though.
10bit support for Linux is planned in Kodi 18 (Leia).
There are a couple of test builds floating around in the LE community, nothing officially stable yet.
Actually what I did was re-encode (with Handbrake) the clips into 4K H.264). It took about 7 hours with an AMD FX-8350 to encode to H.264 the 50min video (time for a Ryzen update
