Hello, i installed libreelec yesterday and I got a problem. If I start up without my Ethernet cable then it starts with no problems. If I start up with my Ethernet cable then he doesn't find my database (MySQL). When I put this setting on: Wait for network before starting Kodi, 10sec. Then Kodi freezes on the splash screen when I start up. Anybody got an idea where the fault could be?
Raspberry Pi 2 and Libreelec 8.0.0

Make it at least 30 seconds on a Raspberry Pi box. Some networks can react slow.
As always, present your kodi.log file(s).

If i put 30sec it will start kodi after awile but without MySql

MySQL error 113 suggests you have a routing error somewhere in your network. A problem with a firewall?
Some other option: Fix MySQL 113 error

I think you got a problem around your db migration. Depending on the size this procedure can last a couple of minutes. In case you interrupted this you can't connect again. This happened to me and I managed it as decribed here:
Good luck.

If i do a fresh install will this succeed to?

You have to verify your mysql environment as described. In case there are fragments of V8 databases you have to follow those steps.
I installed V8 in two Intel and two RasPi (Pi 2 and Pi 3) environments. All of them are connecting to the central mysql database.

My other device is a Nvidia tv shield and my database is on my Synology NAS.

Verify your database on the Synology NAS! Connect to the db via CLI and have a look onto your databases.

Problems during migration can of course results in a corrupt database.
Rename your current mysql databases, and rescan your collection into a new database. Use your fastest Kodi client to do so. The Nvidia Shield is also pretty slow with scanning IMO. After that, make a comparison between the two video databases.
