Disable HDMI CEC - Nothing works

I want to prevent my LibreELEC on a Raspberry from switching my TV on when it boots and I've tried the following, but none of them works.

In /flash/config.txt

hdmi_ignore_cec_init=1
hdmi_ignore_cec=1

Settings -> System -> Input devides -> Devices -> CEC Adapter:

- Enabled = yes
- Kodi as active source = false
```

Maybe the menu buttons are called a little differently in english, my LE is german, but it should still be clear.
Any further ideas?

Instructions in Disable HDMI switching on NOOBS works, so do this:

mkdir recovery-mount  
mount /dev/mmcblk0p1 recovery-mount  
cd recovery-mount  
echo hdmi_ignore_cec_init=1 | tee --append config.txt  
cd ..  
umount recovery-mount  
rmdir recovery-mount/  
reboot
