I want to avoid the washed out effect on one of my displays. Is this possible with LibreELEC? I can't find it. Maybe Dreambox is not capable of tone mapping to SDR.

I have about a dozen devices and only one can do tone mapping to SDR, and thats a Banana Pi M5 with CoreELEC, i dont think LibreELEC can do it on any device.
Not shure if my Shield Pro 2019 can do it since i only use it for DV.
The Amlogic S922X chip in DreamBox I/II devices have HDR to SDR conversion capabilties in hardware, but software support for this is not currently implemented in the upstream Linux kernel used with the AMLGX image.
Kodi supports forced tonemapping in Windows and Android devices should support it subject to underlying hardware support. The Shield does handle conversion. Linux support for colorimetry changes in upstream kernels is currently rather limited. CE images that use Amlogic vendor kernels should support conversion, but CE is someone else's problem (we don't track their releases or state) so you need to visit their forum for info.
I have never tried CoreELEC, I have looked at their website and there is no version for devices with S922X.
I thought it would be possible in LibreELEC, here they talk about it in Kodi:

HDR to SDR conversion is an option I can't even find with the original Dreambox Image. Is there anyone who has found it in any Image for Dream One?
There are a few (10 or so) devices with 922X.
But no support for Dreambox as they never released their code, its closed source.

It should be easy to have someone compile the dtb file from it.
Don't worry. As far as I have found out, HDR to SDR conversion is not very good on S922X devices, apparently it is better on S905X3.
Some people claim to get a better picture on non-HDR compatible TVs with HDR movies by making some adjustments. Maybe on LibreELEC it is possible to improve the picture a bit with some modification but I haven't managed to find a way yet. Anyway I think the best solution is to buy a new 4K UHD TV in the near future.
HDR to SDR works pretty good on my M5 which is S905x3 and CoreELEC, i use it with my old LG 50" plasma as a bedroom setup.
