I would like to goto the latest and greatest version of LE

I am running on I belive 19.5 and a Pi 2

how should I do the update?

build a new box based on pi4 and do a install of 19.5 do a back up of my existing 19,5 then restore to new 19.5 box

then do a 20 update?

RPi4 will be a nice increase from the Slice CM1 (RPi1) or CM3 (RPi3) performance. It will be easier to do a clean install at the latest version and then selectively import bits of old config as needed. Kodi often benefits from the clean(er) start or spring-cleaning.

then just attach my media drive and let it import the media into the database?

Rpi4 is usually "good enough".

Invest into Intel NUC or Nvidia Mini PC for premium experience - at least these are my lessons learned.
