How do I safely downgrade to portainer v2.16.2, ensuring that auto update won't update it straight away?

You can't. The addon always pulls the latest version.
You create a container manually via docker run
Damm it, so all manually, using command line and ensure that the updater (chron job) is deactivated?
(besides testing beta of v11 on my lab device)
I will tell you how I have solved the failures of the new portainer-ce using SSH, it is about uninstalling the portainer/portainer-ce image and container and installing the portainer/portainer image and container, study my commands and you will understand how they work:
