How do I use SD card creation when I don't have SD card insert in my computer as it is failure?

You can borrow someone else's computer for 5 minutes, or depending on what you want to install to, perhaps use a USB stick?

No. Installation will not start.
SD-card reader is 5 bucks. Raspberry PI is 30 bucks or more and you normally get RPi with os on sd card.

If you are using RPi model which supports a boot from USB, you don't need a SD card - write the LE image to USB key and boot from it.
