does it mean that we are having native 64bit support for LE 10 on rpi4 ?
if so how to enable it ?

No, only the kernel is 64bit (to solve the dreaded OOM-killer issue), userspace is still running 32bit.

userspace is still running 32bit
for netflix and emulator, otherwise this won't work for ARM yet
