Does Matrix on a Raspberry Pi4 have MPEG2 Hardware Acceleration with Hardware Deinterlacing and Sync Playback to Display?

Hi,

does Raspberry Pi4 with Kodi v19 (Matrix) have MPEG2 Hardware Acceleration with Hardware Deinterlacing and a working "Sync Playback to Display"?

On Amlogic Sync Playback to Display isn't working anymore so i want to switch to Pi4.

Both settings exist for RPi4B, and some users notice changes when they play with it. No idea about hardware / software implementation.
