It is normal? USB-DVB

I decided to ride my mediacenter with libreelec all well and smoothly. The only problem are my usbs-dvbs. Avermedia Volar Green HD or D.E TV stick (compatible chipsets) are not able to start...every time I turn on the Berry and every time I watch TV, I have to disconnect the USB and reconnect USB, both with customer tvheadend or vdr.

Also tested on other distros and usb hub, with the same result.

If you say you´ve tested on other distros, too and you have the same result, I would blame the USB-DVBs.

This sounds like a timing/sequencing issue. Set a 20 second "wait for network" (which should be renamed someday) startup delay on Kodi and then see if the cards have loaded drivers etc. before Kodi (and thus TVH) starts. If that works you can tweak the delay value down.
