RPi 4B LibreELEC stuck on splash screen

When booting past the initial boot after imaging, libreelec gets stuck on the splash screen. Logs are below.

2. When I try to run vcgencmd, it gets stuck and never produces any output.

3. After setting up Raspbian, it boots to a black screen

4. Micro sd, ethernet cable, hdmi cable, and power supply are the only things plugged into the pi.

Since raspbian refuses to boot, is it an issue with the pi itself?
