I continue to have problems with the TV turning on after I shut it off. I am currently disabling the Netflix add on to see if that helps. The only other add on is NextPVR so I can connect to
the backend on another machine. Any suggestions would be appreciated.

Spooky. I hope it doesn't happen if the power is off?
Have a look at the CEC options in settings.
Disabling the Netflix add on seemed to help. I will continue to monitor the situation. The power to the Tv was on but not the TV itself.
I have a similar issue since upgrading to LE 9.0:

As far as I can tell, my issue emanates from a bug within Kodi.
Removing Netflix addon helped some, but problem continues
Disable this in CEC option, like Iridium said!
Some apps send notifications that turn on TV if this options are enabled.
Go to Settings > System > Input > Peripherals > CEC Adapter
Disabled Switch source to this device on startup and put in "none" Devices to power on during startup.

Ive always had this problem even in version 8 of LibreELEC
Wake up some mornings and my TV would be on, on the HDMI port the pi is connected to with LibreELEC.
I solved it by changing a setting on my TV.
I have a lg TV and when I enable hdmi CEC it automatically enables a setting called auto power sync.
Disabling this feature stopped the pi from waking my TV from standby permanently.
It's never done it since
I found it was because I had auto update turned on. Turned that to "just letting me know there was an update", seemd to fix it.
