Just tried it on 16.04 and it built without any problem. Maybe try make distclean before.
I'll drop the hint that we build all official releases on 16.04, and me (who builds them) avoids all non-LTS releases of Ubuntu because they always bring a ton of weird build problems.
just saying 17.10 works perfect for master (not LE8.x) so it should work but no idea why it complains here (works for me)
I've made a new VM with 16.04, but I got a lot of 404 messages for your server. Is your source server down again?
The sources.libreelec.tv server was relocated the other day, but should be available. Be specific about errors.

So, LibreELEC-S912.arm-9.0-devel-20180311031530-r28332-g36e6b0d.img.gz is not starting on my Beelink GT1 Ultimate with default dtb.img from image. I'll try to run distrib without it now.
Without dtb.img it started well, playing videos well. But looks IR doesn't work for Beelink GT1 Ultimate.
Is it possible to fix IR problem?

You do not provide enough information on what exactly is failing. Have a look at this great tutorial. Worked perfectly for me. What is the output of ir-keytable? If you get an error message about missing /sys/class/rc/rc0/, your hardware probably is not detected correctly which could point to the missing/wrong dtb.
