Does LibreELEC create any shares when installed or do you need to create them yourself?

look at /storage/.config/samba.conf.sample for the default shares list, rename to samba.conf and edit (and reboot) if you want to edit the list

When I edit samba.conf and reboot the system displays a msg on reboot about filesystem corruption and does an automatic repair which ends up with my samba.conf either disappearing or being restored without my changes.

you don´t need to change that file at all if you don´t want other shares being available as the current ones.
Are you in need of additional shares? LibreELEC shares a bunch of folders by default.

I notice there is no samba.conf on installation, yet I can still access samba share from Windows, so how is this configured?

I notice there is no samba.conf on installation,
wrong. There is. Just not at the .config folder. The .config folder is for specific configuration (mostly done by the user himself).
The intial share is at /etc/samba/smb.conf IIRC (might also be named samba.conf ... not too sure at the moment).
But for the reason you don´t have write access to that partition of LE, you need to rename the samba.conf.sample to samba.conf at the .config folder and edit that. LE will then check if a samba.conf exists in the .config folder and if yes, it will use that then.
