I have a libreELEC on a rpi 3, now I want to create a new device on an old pc, without installing windows, can you create a stand alone libreELEC like you do with rpi ?

Yes - just use the appropriate options with the LibreELEC USB-SD creator. Select one of the the Generic AMD/Intel/Nvidia builds.

A 1151 cpu is not that old. Are you planning to use the Intel internal GPU?

True, but there are multiple versions - 8.2.2 and earlier builds - hence the plural. Sorry if that was not clear.
