You need a PC with ext3/ext4 support.
There are few options:
- Boot up Your PC with Linux Live CD/USB, mount the sd-card and rescue whatever is possible.
- Install ext3/ext4 drivers on Your PC (there are freeware driver available for read only mode).
This might work.

Long shot here but might be worth a try;
Have You enabled "wait for network" (set it to 20-30 sec) in LibreELEC add-on?

You can use free tools like "MiniTool Partition Wizard Free" to cleanup Your SD card and run a surface test on it.
That should show existing errors if there are some.
Or just try another spare SD card just to exclude that one...
