I think you need to disable Intel Graphics in BIOS.
Correct, I also have a NUC8i7HVK and you need to disable the Intel IGP for it to work with LibreELEC.
Unfortunately the Vega M/Polaris 22 doesn't work that great in regards to decode under Mesa (no H/W VP9, poor deinterlacing etc), but it'll still work okay with 9.2.4 and the 5.1 kernel.

I think the first time I saw Kodi running on an Amlogic S905 I knew the writing was on the wall for x86 HTPC's, sure x86 is still faster but the UI is not 'that' much smoother, not enough to justify the extra power consumption and sheer size an x86 platform inevitably brings.
Also lack of built-in CEC for a lot of x86 systems doesn't help, and while HDR is on the way, it's not here right now like it is with ARM and that's simply why a lot of folks have migrated to you know where.

Considering Intel are now EOL'ing Gemini Lake, there may not be the quite appetite for HDR supporting NUC's for a good while yet.
Jump ship while you can I'd say.

Question is If Intel will have a Low end Card...
You don't want a 150W Card for $xxx in your HTPC.
Regards
Nicolas
Intel's new card will effectively be low end, and it won't be 150W for sure as Gen12 won't scale that high... yet.

Yeah Intel or nothing for LibreELEC going forward it seems.

Please see the below thread for HDR answers:

I too have an intel Nuc, I was looking to buy the generation 10 but am now holding off. Is the issue that everyone is experiencing with HDR, Nuc related or librelec related?
Kernel/driver related.
But if you really want HDR with ***ELEC, Amlogic is the way to go atm.

If you've been hanging on to an Amlogic device, you may as well throw it in the bin and go for something else.

I can't find a stable version of LE for my shiny and new H96 Max (S905X2 4/32) box...
Come back in 6 months or so, you may have better luck.
-
IIRC, LE RetroArch isn't GL accelerated yet, all the cores are software mode.
If you want proper emulation performance on a Raspberry Pi, you need to run another distro like RetroPie, RecalBox, Batocera or Lakka.
-
Ok
So actually in order to launch LE from the Amlogic boxes, I need to update the internal Uboot first?
Don't do this on a WP2 though with the new test images, unless you don't mind losing the ability to dual boot.

I understand, that PI 4 has no HW decode, so I can't by a licence.
MPEG 2 patent status has now expired globally, and so have over half of the VC-1 patents. Although patents and licences are two different things, there isn't much point in offering them for the RPi4 now.

Thank You!
Which are balbes150 images? There are pine64 or orangepi for A64 arm.
Here:

How to get nightlies for amlogic (Wetek Core)?
Should be here, but they were stopped a while ago:
I'd guess the balbes150 images are your best bet for the time being.

I've already given up hope
..that is what I got on all images after 20190522: either few seconds showing and then frozen video(audio still working) or white screen with working audio.
Last Image which worked for me quite good(streams and local files work) is that: LibreELEC-AMLGX.arm-9.1-devel-20190522171931-a41fdf1-box.img.gzSame for me, that one works seems to work okay on the WP2.
Obviously HDMI bitstreaming is still WIP, and the standard WeTek mutliboot is bypassed but it's getting there.

Grab the WeTek NAND install .zips from here:
Should be this one:
