LibreELEC itself does not run under Windows. It has its own small Linux operating system, so it's not a simple application that you can run under Windows. You will need to install Kodi itself in Windows if you want to use it that way.
Kodi vs LibreELEC... Windows is a bulky full-blown OS that requires at least 20-30 GB these days, LibreELEC only has the bare necessities to run Kodi and runs off a 512MB partition + storage of 4GB (basically a USB stick). Windows has an internet browser, LE does not (really) IMO. Apart from, you yourself will know what you use Windows for.
Try a bootable iso image from Gparted.

Stating you "respect the platform" while at the same time insinuating that all of us are using video piracy add-ons will not get you any popularity votes. Apparently the short-sighted views on Kodi's reputation are like the proverbial weeds that are hard to eradicate.
You can tone the attitude, or you can find your support elsewhere.
Do a data backup of LE running off the SD card, install LE fresh onto the SSD disk, and restore the data backup to the SSD drive.

I'd say it's more related to the various banned add-on crap that has been installed on your Kodi setup. The type of add-ons that are known to possibly cause havoc on core Kodi functionality.
As per our forum rules (and Team Kodi's), all support will be halted when add-ons and/or wizards facilitating video piracy are present. You can either fully clean up your Kodi/LibreELEC setup, or you can find your support elsewhere.
The choice is yours.

It's not a case of allowing it, but the LibreELEC upgrade procedure is not designed to keep a previous version in the background or wherever. The same goes for the data in /storage. Before you upgrade, keep a proper backup available (just in case).
A massive database... using the local SQLite database only: make backups first. Using a MySQL/MariaDB server: use mysqldump for backups or some other SQL tool. Also, Kodi upgrading a database will also leave the old database in place.
An alternative for backups: Kodi's video library export function. It will create .nfo files (and fanart if selected), which will make for a much faster rescraping (going 10-15 videos per second on a proper network) since internet access for metadata is not required.

File protocols = ways to transfer files. The most common are SMB (Samba) and NFS, but there is also FTP, WebDev , and others.
SMB has been in the picture lately for having hiccups as well as the infamous SMBv1 to SMBv2 change.

Why don't you image the USB stick with compression? Zipping empty space will result in smaller images.
Copying files is a straight on file copy, a LE backup also involves the tar tool to compress all files into a single backup file. The thumbnails folder can grow quite a bit, and handling all small thumb files can take quite some time, but of course shouldn't fail even on a (still) slow CPU device that the RPi4 is.
The thumbnails of my Kodi clients are now centralized on a file server, approx 5.1GB, using path substitution and a system NFS mount. They are not touched by LibreELEC's backup/restore tool. It makes me a quick backup file of 58 MB. (It's a pretty clean setup, only 2 add-ons).
I have a RPi power adapter with a on/off switch in its cable. Also quite handy.
