My suggestion: do not use a 4TB drive for booting and running LibreELEC. Keep applications and data/media separate.
Use a good USB 3.0 stick for running the LibreELEC application, and only place video/music/media files on the 4TB drive.

May try changing channel but I can’t see the significance as pi4 was working with libreelec.
Sometimes changing the channel is beneficial when neighboring wifi setups are on similar or close by channels. Something you can check using a wifi analyzer apps on your mobile phone.
Are you referring to 2.4Ghz or 5Ghz connections? I have different experiences with wifi using LibreELEC. My 'generic' Intel box with a Wifi/BT card works like crap using 5Ghz to my TP-Link range extender. With 2,4Ghz it's okayish. Both my RPi4's however seem to be quite happy with the TP-Link device, and barely have any issues.
Everyone's wireless situation is different, and 5Ghz connections are even more susceptible to outside interference. I don't know about the RPi4 8GB needing more power, I wouldn't think that single extra memory bank would be so power-hungry.
Take the memory module(s) of the J3455 box out and put it/them back in, and do a memory test. Every decent Linux live ISO has one (f.e. Ubuntu).
Do a full slow format of the HDD/SSD, if it only contains LibreELEC.
Try running Kodi off a bootable USB stick.

Do you have more than one device supporting CEC to your TV?
Try removing them all and only connect the RPi4.
My 2012 LG TV sometimes gets confused with multiple CEC connections at the same time.

A "Clean install" will not have any possible pre-existing settings from a previous version which could cause havoc in the new installation.
And Xonfluence seems to be pretty well Matrix-compatible, which helps.
