A Mac mini 3, not everyone will have that specific hardware to test and be able to reproduce your DVB error(s)...

Nope, only some proper hardware upgrade like a better video card or a much beefier CPU replacement.
Either way, the cost of either wouldn't be worth it IMO. A cheaper Raspberry Pi 4 runs circles around your PC when doing HEVC videos.
The problem is that a RPi4 is currently hard to come by. Chip shortages and supply & demand make it a problem.
I believe that Geforce GT-7** cards have hardware decoding for 10bit HEVC.

The video driver is fine, but the GT730 does not have onboard HEVC decoding capabilities.
That's a bit weird. Is there anything else connected to the RPi4 besides the keyb/mouse combo? Do things work with only one of them? Is it the same with the USB2 and USB3 ports? Do other USB devices work, such as a USB stick with data/files?
One solution could be to use a different SDcard (or USB stick, as USB booting is supported by now), and install a fresh LibreELEC image onto it. If the matter still happens, then I'm leaning towards a hardware failure of some sort (the USB controller), although that is a rare thing with RPi devices.
A temporary fix is probably using a smartphone and control Kodi via the Kore app (Android, iOS).

10 secs can be a little short for Wifi. Make it 30 secs, if that is not enough then there is a problem elsewhere.

I'm guessing the storage partition on your SDcard was not resized properly on the 1st boot of LibreELEC. You can still do that manually with a Linux partition tool such as GParted.

Enable the "Wait for network" option in LibreELEC's Settings add-on, and reboot.

- The NUC7i3 has a header for CEC, but does yours also have a CEC module onboard?
- Setting static/fixed IP addresses on network devices is done the easiest via your router.

If .. you really need to change stuff in the system partition, please note that such changes can be wiped away with the next update/downgrade. Most settings, if not all, should be done from the storage partition.
You can open up the system partition by mounting it r/w: mount -o remount,rw /
Is the "Wait for network" option enabled?
What could be a factor is the HDMI port number on the Benq. The default for Kodi is '0' , and usually autodetection does its job, but you could try a different port number (1,2,3..) in that scary CEC settings page. Change the setting and restart LibreELEC.
The antenna in that 'adapteur' is probably just as big as the one in a RPi4.

Yes. You should be able to use CEC unless the Benq has a mind of its own on CEC implementation.
I have no thoughts on the hifiberry since it's "not my department".
However, that part is read-only,
The system partition is readonly, the storage partition is writable, but only as 'root' since LE only knows that one user.
Perhaps the default zoom setting got mangled during the update.
Change the zoom setting via the GUI during video play, and the save the setting as default for all videos.
