Make sure of enabling the "Wait for network" option in the LibreELEC Settings Add-on. Kodi has a tendency to start before the network connection is up.

I'm pretty sure that an Nvidia Shield TV can do that output. But its price tag is a little higher than a C2/WHub.

No real need for the dmesg listing now, but you can try yourself and see what happens, just for educational use of SSH

auren I've just been told that there is indeed a new/renamed wifi chip in the Wetek Hub. So Kodi 8.0.2 probably stumbles on that one.
Obviously the Wetek Hub build needs to be updated. Whether that will be an updated 8.0.2 or a 8.0.3 build, that needs to be decided. We'll keep you posted.

You got the SSH working and got something pasted, so 2 out of 3 isn't bad
You now posted kodi.log files, which are fine for troubleshooting Kodi as an application.
For testing/reviewing hardware, a dmesg listing is required.
Since you think that the Wetek Hub has different hardware, we need dmesg listings of both your Hubs, as pointed out earlier.

LibreELEC has a built-in pastebinit function for texts and text files. So you will need to log in via SSH to type in commands.
You probably need to connect your Hub via a network cable (since wifi is a problem).
Look at the instructions of how to access your kodi box . Once you are on the command line, you can type away.

I see a lot TVHeadend stuff, but no DVD playing.
For the sake of testing, can you rename your .kodi folder temporarily, reboot, so a clean & fresh setup is created without the TVH/PVR stuff, and then test the DVD again? And please try several DVD's.

Hmm... The TMDB website seems to recognize the German title when I typed it in manually.
The API call in the log file also picks up correctly.
I thought I saw updates coming by for also the TMDB scraper, not sure.
Check for that first.

I didn't get the 1030 working yet with 381.22 & LE, but I guess/hope it's a matter of (not so much) time.
The GT1030 is now working good on Windows 10. If only Kodi on Windows could handle NFS sources better...

It's possible LibreELEC starts too quickly before the network connection has established.

No external GPU cards have built-in CEC support for some odd reason. If a $35 kid's toy (=Raspberry Pi) can CEC, the 3 big guns should be able to do the same.
As far as I can tell/google, the Nvidia GT520/6xx/7xx series should have DTS-MA support.
I'm sure the new GT1030 can do it as well, but that gfx card is not yet supported by LibreELEC. -
MySQL allows no outside access by default.
That's not a bug, but a security measure.
Adjust the MySQL settings for the appropriate user(s) for network access.

It *could* be a Linux kernel problem that bugged some of the J1800/1900 motherboards, but it's been some time ago. You'd think they would have solved it by now. Yet, if it is the same problem, I don't know of any solution at the moment.
Have you done an extensive memory test, to exclude the DIMMS on the motherboard?
