It might be a good idea to post your questions on botu Kodi and LibreELEC forums, but as most of the "staff" people doing support on Kodi and LibreELEC are the same people, I personally get a bit annoyed. 
In short:
First, get rid of the first entry in the mysql user table, as it is a humungous security flaw.
Secondly, use passwords. I have a feeling that Kodi (like in most programming languages) sees the av.xml line "<pass></pass>" different from the mysql "no password" option.
We'll be the judge of which addons are illegal.
The post text is impressive, but without any log files (kodi.log , kodi.old.log) to begin with, and no crystal ball in sight, it's anyone's guess where to start. TVH has had its issues, cheap external USB disk controllers can create havoc, corrupted sd cards will cause mayhem... The list is endless.
Take out the sd card, and put it in another Linux machine, and get the log file(s).
As always, include a kodi.log in case of any problems.
No screenshots of log files, please.

Providing a kodi.log file would make things much easier.

Keep the topic title short, you can type all you need in the post 
Is the IP address in the correct DHCP pool range, and not something like 169.xxx. etcetera ?
Doublecheck your CEC settings in the Kodi "Input Devices" section.
Can we have a debug-enabled kodi.log please, so we can see which hardware and software this is all about?
LibreELEC does not offer Netflix support (yet). There have been ongoing attempts , but nothing official is available for any build by far yet.
Any LibreELEC box should start within 30 seconds. Anything longer and there is a problem.
There is a good chance that Linux is still running in the background, so you should be able to grab a kodi.log via SSH. Please do and share the resulting URL here.
Banned addons are known to have implications on Kodi's internal workings resulting in whatever problems, besides all the legal/illegal bullshit.
Kodi takes a stance on what it deems illegal addons. If you don't like that, tough luck. Our product, our forum, our rules.
If you fixate Kodi's output to 1080p, sure the TV needs to upscale to 4K. Either that, or you probably get a tiny 1080p in the middle of your TV display.
FYI, there is no need to go the tourist route via Dropbox, LibreELEC has a built-in pastebinit command.

Also, using blacklisted repositories will stop any support from LibreELEC and Kodi.
Two options:
1)
- Make a backup with the built-in Backup/Restore tool in the LibreELEC Settings addon
- Install LibreELEC fresh
- Restore the backup
2)
Get a Gparted Live session running
- First resize the larger storage partition
- Then resize the small system partition
